The Chamber releases issue brief calling on city government to adopt "economic impact statements"

Today, the Manhattan Chamber of Commerce released an issue brief, which highlights the need for New York City government to adopt Economic Impact Statements as part of its legislative process.
Here's a snippet from the report:
Our city’s economy is in a precarious place. A handful of industries, led by leisure and hospitality and retail trade, account for most of the city’s job losses....Any new laws that add undue costs or burdens onto these fragile industries – or hamstring the industries that are growing rapidly in the city, such as tech – could further delay the city’s overall economic recovery. That is why a formal process to evaluate the economic impacts of potential new policies is needed.
